EV charging in Goa — the official route
The Department of New and Renewable Energy is responsible for administration of the 2021 policy.
The policy states an operative period of five years from Gazette notification.
The State policy objective is a charging station every 25 km on highways and every 3 km within city limits.
Private and public EV charging stations must follow Government of India protocols and later notified protocols.
Specified new or renovated buildings with more than 10 equivalent car spaces are intended to have at least 20% EV-ready spaces with conduits.
Housing and commercial establishments are directed by policy to register charging installations with GED and designated parking spaces.
DNRE and GED are to establish a working group for accelerated charging-infrastructure rollout.
Policy support identifies electricity-infrastructure cost support up to INR 8 lakh and a 20% capital subsidy for solar-powered charging stations.
For FY 2026-27 LTEV-I has a fixed charge of ₹25/kVA-month and energy charge of ₹5.45/kVAh.
For FY 2026-27 HTS-VI has a demand charge of ₹120/kVA-month and energy charge of ₹4.75/kVAh.
Public and captive EV charging up to 150 kW/167 kVA is covered by LTEV-I and may take three-phase LT supply.
Charging a consumer's own EV at its premises is billed under the premises category rather than the dedicated EV category.
Electricity used for office restaurant restroom convenience-store or other facilities at an EV charging station is billed at the non-domestic category.
GED's portal routes LT new connections up to 90 kW and HT new connections above 90 kW and offers load change forms tracking and document upload.
Retail tariff for the Electricity Department, Goa is determined by the Joint Electricity Regulatory Commission for Goa and Union Territories for the 4th multi-year tariff control period FY 2025-26 to FY 2029-30, by order dated 30 September 2025, which also trues up FY 2023-24. Goa is regulated by the joint commission rather than by a state commission of its own.
Low Tension tariffs in Goa apply to consumers with connected or contracted demand up to 100 kVA / 85 kW / 114 HP, expressly EXCEPT Electric Vehicle Charging Stations. Electric Vehicle Charging Stations up to 150 kW / 167 kVA shall avail supply at three phase. EVCS therefore enjoy a higher LT ceiling than other consumer categories in Goa.
'EV Charging Stations' is a distinct consumer category in the Electricity Department Goa tariff structure, listed under 'Other Categories' alongside single-point supply and railway traction, and is carried through the Commission's category-wise sales and revenue tables.
Standard voltage of supply is set by contracted load, with EV charging stations given their own bands: an EV Charging Station with contracted load exceeding 5 kW and up to and including 167 kVA (150 kW) takes 3-phase 4-wire supply at 440 V (low tension), while all other installations are limited to 100 kVA of contracted load at low tension. An EV Charging Station with contracted load above 167 kVA (150 kW) and up to 5,000 kVA takes high tension at 6.6 kV, 11 kV, 22 kV or 33 kV, and contracted load above 5,000 kVA takes extra high tension at 66 kV and above.
Timelines for releasing a new connection or additional load where supply can be provided from the existing network, from receipt of an application complete in all respects: within 3 days in metro cities, 7 days in urban and municipal areas, 15 days in rural areas, and 30 days in rural areas of islands. Where extension works, enhancement of transformer capacity, extension of distribution mains or commissioning of a new substation is required, the licensee shall supply immediately after such extension or commissioning and within a period not exceeding 90 days.
If a distribution licensee fails to supply electricity within the period specified in the Supply Code Regulations it is liable to a penalty not exceeding five hundred rupees for each day of default.
An applicant may submit the connection application in hard copy or by electronic means; where a hard copy is submitted it must be scanned and uploaded, and an acknowledgement carrying the registration number must be issued within 24 hours of receipt of a complete application. Applications for new connections up to 10 kW must carry a photograph of the applicant, identity proof, and proof of ownership or occupancy of the premises; above 10 kW and for modifications, further documents apply. Where an agreement between licensee and consumer is required it forms part of the application and no separate agreement is needed.
No connection shall be given without a meter, and that meter must be a smart pre-payment meter or a pre-payment meter; any exception requires the Commission's approval with recorded justification. After a smart meter is installed no penalty may be imposed on the consumer for maximum demand recorded before the installation date. Where maximum demand recorded by the smart meter exceeds the sanctioned load in a month, that billing cycle is calculated on the actual recorded maximum demand and the consumer must be informed by SMS or mobile application, with sanctioned-load revision following where the recorded demand has exceeded the sanctioned limit at least three times in a financial year.
