EV charging in Madhya Pradesh — the official route
The 2025 policy remains active for five years from notification unless replaced earlier.
UDHD is the policy nodal department and MPPMCL is the state nodal agency for EV charging infrastructure.
Public charging station setup is de-licensed if current technical/performance standards and protocols are met; the DISCOM connection follows MP Electricity Supply Code 2021 as amended.
The policy labels LT for connected load not exceeding 112 kW and HT above 112 kW.
CPOs must share charging-station data with the DISCOM under prescribed protocols with MPPMCL and UDHD access.
Public charging layouts should be accessible to all including persons with disabilities and incentive payment depends on nodal-agency confirmation.
EV-ready premises should provide simultaneous charging-point load with a 1.25 safety factor and existing RWAs should process NOCs within 7 working days.
Policy charger subsidies are 30% with caps/quotas: small first 500 up to ₹1.5 lakh; medium first 300 up to ₹3 lakh; large first 200 up to ₹10 lakh; swapping first 300 up to ₹5 lakh.
LV-6 and HV-8 EV/rickshaw charging and battery swapping have normal energy charge of 744 paise/unit for FY 2026-27.
LV-6/HV-8 energy during 09:00-17:00 receives 20% rebate and energy during remaining hours attracts 20% surcharge.
No minimum charges apply to LV-6 or HV-8.
Consumers charging their own vehicle at their premises are billed under the relevant premise connection category.
HV-8 essential facility load for maintenance and office setup must remain within 10% of total connected load.
Taxes cess and duties are payable in addition to tariff and miscellaneous charges.

MPEZ (MPPKVVCL) publishes application routes for LT permanent and temporary new service connections, bulk connections, the licensed-contractor list, new-service charges, LT application tracking, LT load change, HT permanent and temporary connections, and HT service-charge payment. These evidence available routes, not parcel-level entitlement.
MPCZ (MPMKVVCL) provides a New Electricity Connection entry point, bill payment and 1912 customer support. The portal must be used only after confirming that MPCZ serves the parcel; the homepage does not establish the circle, division, voltage, tariff category, document list, cost or delivery date.
The FY 2026-27 retail supply tariff order for the MP DISCOMs was issued in Petition No. 140/2025 and is published with Hindi and English highlights. The same page links the Madhya Pradesh Electricity Supply Code 2021, which is the companion instrument governing connection and supply procedure.
On the request of a Resident Welfare Association, or an owner of a flat within one, the distribution licensee SHALL provide a separate connection for supply of electricity for an electric vehicle charging system, subject to availability of space in the parking area or garage. Independent house owners other than flat owners within a Resident Welfare Association are entitled to use their domestic connection for EV charging under the extant retail supply tariff order.
The Madhya Pradesh Electricity Supply Code 2021 (No. RG-1(II) of 2021) was amended by MPERC notification No. MPERC/2023/2741 issued at Bhopal on 7 December 2023, made in exercise of powers under sections 181(1) read with 43(1), 44, 45, 46, 47, 48(b), 50, 56, 181(2)(w) and 181(2)(x) of the Electricity Act 2003 and section 9(j) of the Madhya Pradesh Vidyut Sudhar Adhiniyam 2000.
Capital subsidy for charging and swapping infrastructure: small charging stations receive 30% of the value of charging equipment or machinery for the first 500 stations, capped at Rs 1,50,000; medium charging stations 30% for the first 300 stations, capped at Rs 3,00,000; large charging stations 30% for the first 200 stations, capped at Rs 10,00,000; and battery swapping stations a one-time 30% subsidy on eligible fixed capital investment for the first 300 swap stations in the State, capped at Rs 5,00,000.
For new electricity connections with a load requirement of up to 150 kW, the distribution licensee shall provide the connection WITHOUT requiring a physical site inspection or survey, under the simplified ease-of-doing-business process.
CPOs and BSOs must submit a Test Report verifying the electrical safety of the installation, issued by an 'A' class Electrical Contractor registered with the competent office.
Incentives are available on a first-come, first-served basis through the MP EV Tarang portal, and CPOs or BSOs may apply multiple times and across multiple charging-station categories. The nodal department reviews applications for policy compliance; the nodal or authorised agency then carries out a PHYSICAL VERIFICATION of the charging station assessing both the submitted information and the station's safety and accessibility; on approval the incentive is transferred directly to the CPO's registered bank account. MPPMCL reviews all CPO and BSO incentive applications.
Safety and spatial requirements at charging stations: Climate Control Equipment and liquid-cooled cables as required; main electrical panels including HT, LT, main power distribution, DG changeover and main supply panels protected by an in-cabinet clean-agent gas fire suppression system; transformer safety precautions per the Central Electricity Authority safety regulations; a robust fire suppression system plus an automated emergency button linked to the nearest fire department; CCTV surveillance; and spatial requirements per the MP Bhumi Vikas Rules 2012 and later amendments. Where a station is co-located at a fuel station it must not interfere with existing fuel-dispensing activities.
All public charging and battery swapping stations must meet space and service standards for differently abled persons per the CPWD Barrier Free Built Environment guidelines, the National Building Code or any contemporary government document. Separately, CPOs and BSOs must develop an endpoint API to share charging and swapping station details for integration with the EV Tarang portal; this is mandatory for all CPOs operating in the State and the details must be provided within 30 DAYS of the station's commissioning.
Government buildings will set a roadmap to establish charging or swapping stations in all their parking spaces, and existing and new government buildings or offices must install charging stations covering at least 10% of all parking spots. Inter-State Bus Terminals, bus terminals and bus stops are encouraged to host charging infrastructure.
