The supply side of the model is largely inferred, so a high score here means “little visible supply”, which is not the same as “no supply”. 74% of this state's cells are classified urban. That is a land-use measure from OpenStreetMap, not an administrative one: it reflects how much of the state has been mapped as built-up, which is not the same as how much is densely settled. It does not show the whole-village tagging pattern that inflates this figure elsewhere in this dataset. Private and captive chargers are invisible to every public source. Treat this as a starting point for enquiry, never as a basis for committing capital.
